What other than that he's the One and can change anything inside the Matrix? (The one thing that really annoys me is that if Neo can change anything, he could, for example, create a huge wall around himself to let him fly away in the Burly Brawl, or make agents explode or something. Especially in the scene in the endless corridor this is stupid. But then, it would make the movie pointless...)

i originaly thought he was stopping time but like in the 1st and second 1 u can see neo moving and the agents lowering there guns so i think it might be telecenisses

nothing is *real* inside the matrix. it is all a very complex *illusion*. Imagine your brain/mind hooked up to a sophisticated computer program i.e. the MATRIX which allows it to feed your nerve endings signals that duplicate/copy the sensory impulses that usually inform your brain about what your body is doing and where you are in the *real* world. Once you are in the MATRIX you are in what looks like your body, in what looks like your bed, put on what appear to be your shoes, and go about what appears to be your normal life. Since everything looks the same to you, you never suspect that in fact you are inside this amazing complex MATRIX, being fed fake signals that make it seem like everything is normal. But if you are told that everything is not what it seems, & that everything is a *virtual* reality... you either believe it or go on with this fake reality. Neo did NOT believe the MATRIX to be real and began to realize that if the objects inside this fake reality are not real; then they will not hurt him. But I think one has to have an extremely strong will to BELIEVE that . Not only believe that the object will not hurt you, but to go beyond the *ordinary* way of thinking about how we interact with objects in the reality that is known as the MATRIX. I believe when he holds his hand up when the bullets fly, is a way to FOCUS his will and ergo cause the *virtual* bullets to fail to reach him. I almost believe what NEO does to achieve this feat is what some martial artists do in the real world with the power of CHI. How they can harness this *primal energy*. Neo sorta channels this energy of chi
and goes beyond the self-created *boundaries* that limit so many people inside the matrix.

It's all in his mind. He realized it's not real and has absolutely no doubt that he can do whatever he wants. He has no Fear. If he ever beleived for a second that those bullets would hit him, then they would. He is able to overcome all doubt and see the MAtrix for what it really is, a program.

I think what seperates him from everyone else is they still do not Truly beleive. They still have some doubt and fear and this is what holds them back.

It's like Morpheus said to Neo,

Neo says: "Are you trying to tell me I can dodge bullets?"
Morpheus says: "No Neo, I'm telling you that when you are ready, you won't have to."

You are all wrong.
