No there is no Neo mode. People have already past the game and tried all the tricks they have heard about to get Neo.
I think if they were to have him in there, then they would have mentioned it to have more customers to buy it.

It works for every system theres no difference i know of. in another thread i posted the site wear i got the codes for them it's called Hacking something or some hack thread i dunno..but look for it..
