This may sound stupid or cool, but what if the designers for the game just decided to, never finish the game? Take level designs for example. What if, there was a way they could design the original and then, if they so desired to give the player more area in a city to play in and explore/fight/shoot/, that they could simply put a downloadable file on their game's web page, available for anybody to download to their PC game file, which would make it a part of their existing online "matrix"? They would have the ability to actually change, or add things to the matrix, much like the "glitch" incident did in "The Matrix". People could even have their own custom designed matrix, choosing whether to add this file of cityscape, or a different kind of block, street, business strip, anything. I think it would be astonishing. Tell me what you guys think.
I do not completely understand what you are trying to say, but I think the extra cityscapes (Which they WILL be adding) will be added on the main-server (controlled by the designers of the game) and it will be available as soon as you log on to the mainserver... it's only a theory... I think you will not be able to control the environment... I think...

search gamespy.... e3 matrix online.... something like that. a guy saw the city at e3 in a private presentation. the developers said that the "real world" sydney(where the film was shot) is about one square inch on a map. they said they're using a square FOOT for the city..... its not going to come out all at once... it will be a progressive type thing... EVERY story on EVERY building can be gone through.... i myself was amazed
