is zion actually another program like matrix?

after watching reloaded, I pondered about the white room with all the screens, and that hobo in 'enter the matrix' that says '72 hours! thats how long zion lasted last time...' and i think...

zion is actually another program just like the matrix but people in there think that they are in the real world - as that would explain how at the end of reloaded, neo stops all those squiddies with his hand, and also at the end, how the Rebel - turned agent smith clone - disguised as rebel - thing was on the hospital bed next to neo just before it says 'to be concluded'

and so theres a 'real' zion where all the people in the latest zion are plugged into and so on..
