The Merovingian was surprised when Neo stopped the bullets that were shot at him. This suggests that Neo is the most powerful "one" yet. That his belief is the strongest.

that implies the previous ones couldn't even stop bullets. if so, what COULD they do?

I didnt liek that theory that the Merovingian was a previous one either. I thought he was a program (The oracle said to Neo "He is a dangerous Program...)

This is the first of many hints before Neo meets the Architecht about the fact that there have been five previous versions of "The One".

Very true and will probably be a essential fact when it comes to Revolutions.

One thing I have wondered about is if The Matrix is reset each time the The One reinserts the code neccassary to restart it, surely each of the programs in exile would be wiped / restarted too?

Merovignian = serpent. He sets the bait for Neo to partake of the
tree of knowledge (aka fruit of Eden) by revealing to him that all
is causality absent of knowledge. Neo takes the bait when he
understands the "why" and chooses to rescue Trinitity instead of
going to the source as his predecessors did. His predecessors
failed to grasp anything beyond the status quo, falling into the
trap of determinism.

If he was a previous one than he obviously envies neo.

What was the whole point of him being french??

I agree with EtaPhase that the Merovignian can be viewed as the serpent in the Garden of Eden. The serpent is the one that led Adam and Eve to Knowledge.

If you accept for a moment, as many do, that the serpent in Eden is/was Satan, then this makes an interesting foil for Neo. Neo has been described as a Christ figure. That would make Christ/Satan and Neo/Merovignian analogous.

Prior to his casting out of Heaven, Satan was an ArchAngel and God's right hand man, so to speak. He refused to stay in Heaven prefering instead to be cast to Earth and effectively rule there. This, to me, is very similar to the Merovignian. The Merovignian likes the Matrix because he has power there.

In the first movie, Cypher rejects the "real" world in favor of the Matrix because he prefers his situation there to the grit, grail -the "reality"- of being outside the Matrix. Imagine how much more seductive the Matrix would have been to Cypher if he had the power that the Merovignian has.

The Merovignian enjoys the status quo. One could easily hear him say, "I see no reason to allow the Matrix to be altered. No reason at all."

Someone asked why the Merovingian was French. Well, as a history teacher, I can assuredly tell all that the Merovingian Dynasty was the first dynasty of France. What does this mean in the movie? Well...the name Merovingian insinuates that the Merovingian was the first. The first what? I can only guess that it implies that he was one of the first programs in/of the Matrix.

Also...the Merovingian was at one time a human. Over time, his body decayed and he became more program/machine like. As a reward for starting the Matrix, he was given the very attractive Persephone. Eventually, he became less human and inacpable of feeling and expressing human emotion. That is why Persephone asks Neo for a kiss (and Niobe in the PS2 game). She used to feel what love was from the Merovingian.

Just a guess on the second part.
