French Guy

Hey, please help me here.
What´s the French guy?
How he can control all that guys? I could not figure out in the film.
Because I think the twins strong to obey orders from him.
Can anybody explain me? Thanks!

I am not entirely sure but I think the french guy is some sort of programmer and he either designed the twins or he programed them to obey him.. as I said before I am not sure but that is my guess.. 8)
