Yes, the 'Out of Control' book reference pointed to in another thread suggests that the lines between man and machine are becoming blurred. I think that both Neo and Smith are just further demonstrations of this blurring. I think Neo is the chosen one in part because he can do as the machines do - he has 'off the scale' mental dynamics which Mouse points out as he fights with Morpheus, and he is "like a machine" which Tank states after 10 hours of training. The 'one' is the person who can change the matrix as he sees fit - an ability here-to-fore reserved for the sentient programs. Perhaps this ability to think and do as the programs in the matrix do also allows him to 'act' as a machine outside the matrix. this is reaffirmed when he says he can sense the sentinels coming.
